>>62919229Expense. Might not seem like it now, but in the 60s/70s SVDs were pretty fancy and indulgent guns for a military to issue on a large scale. Literally an Olympic competition rifle. All that said, dodging the battle rifle meme was one of the wisest things the Soviets did, even if it was only because they were fully invested in the SKS/AK by the time they were a thing.
