Pennsylvania state law allows the possession of SBRs ONLY if you comply with the NFA.
The ATF deciding to not enforce this part of the NFA does not technically mean that the NFA isn't still in effect. So any local jurisdiction might just read the law as its written and shit on your head for being in violation of the NFA as they define it.

You are only safe from the ATF, but not safe from your local jurisdiction. You will need to wait for a legal case or legislative meeting where this is clarified. You might potentially call or e-mail your representative and ask them how the state is going to interpret this.

(b) The NFA is a tax law, not a gun control law. NFA firearms simply have a tax that must be paid. It is the nonpayment of the tax that is the crime. If the tax comes back then the taxes must be paid, only there is no way under the NFA to pay the taxes unless the ATF director is feeling generous and offers an amnesty, which he is not required to do.

By the time of the next administration hundreds of thousands if not millions of units of short barrel firearms and suppressors will be legally in the hands of anyone who cared to buy them. If anyone wants to build their own can, I got mine from Tell Outfitters. They have HUB thread on at least one end so you can put any HUB mount on it. Don't do that though. Just buy a SilencerCo ASR Bravo mount, it's by far the best in terms of design, weight and QC.

I can't remember what type of cups I used with mine but it's 5x.5" cups for the shorter tubes and 7x.625" cups for the longer tubes iirc. I also used an Energetic Armament endcap with mine but they've since changed the thread pitch to D-cell so you'll need to use Tell's endcap or find one that fits the D-cell thread pitch.

My can is all titanium cups and tube, it sparks a lot at night. 12oz with ASR mount though so very light and handy. Someone I know who has an identical one but with steel cups is 13.5oz. I have not seen it shot at night but I'd think it'd be better.

Now, there certainly could be more legal developments that make this permanent, but there could just as easily be changes to the law that "solve" the current deficiency and allows them to go right back to enforcing it as if nothing happened.

I'm actually more interested in voting Republican now in November if this decision sticks just so I can take full advantage of it before 2028.

It's obvious that Trump told the DOJ and ATF to stand down on this issue for midterms so maybe his people have earned my vote after all. Were it not for the current midterm situation the DOJ would have never decided to not appeal the court case and the ATF would have certainly not decided to expand the ruling to apply to all Americans.

Just giving up and easing restrictions is not normal Federal Government behavior since they normally fight to keep their restrictions in place tooth and nail with court rulings against them being as narrow as possible, so good job to President Trump for getting this done. Believe it or not.

It's going to be very difficult for the ATF to bring back NFA enforcement even if they want to because the whole reason that they are doing this in the first place is because the Big Beautiful Bill eliminated the $200 NFA tax in 2025. The National Firearms Act of 1934 was designed from the ground up as a tax law enacted by Congress's Constitutionally granted authority to issue taxes. In 2025 Congress voted and passed the BBB which removed the $200 tax and cut the legs out from under the NFA's entire legal justification. Without the transfer tax the NFA is simply a gun ban, which is unconstitutional per the 2A and therefore the NFA is unenforceable as written.

So even if the ATF is ordered by President Newsom to resume NFA registration and enforcement in 2029 the issue of the unconstitutionality of the NFA will remain because the $200 transfer tax can only be reinstated by a literal Act of Congress. So while there are ways for the ATF to resume dicking with people they are essentially in legal checkmate as long as the BBB is still law. The National Firearms Act of 1934 has not been repealed but Congress itself has effectively destroyed it.

Furthermore, the ATF is unlikely to even want to bring these provisions of the NFA back since they have been absolutely swamped with NFA paperwork for at least the last 20 years hence the 9+ month average wait on stamps for so long. Deregulating SBR's and SBS's and so on literally makes the ATF's job easier and the ATF itself actually released a white paper in 2017 specifically saying that they wanted these items deregulated as you may recall.

And the best way to achieve that is to BUY AS MANY AS POSSIBLE! That way, when they eventually do try to reinstate enforcement, organizations like the GOA or FPC can take then to court over it and argue common use.

I do agree with the rest of your post, and I don't doubt that NFA paperwork has been a burden for the ATF, but the wait times were actually caused by their queueing system in regards to approvals or delays in the FBI background checks. When the FBI responded with a delay or there was an error in the form, the ATF would sit on that form and not process more until the delays were resolved (maybe as a labor-saving measure). Once this streamlined approvals dropped down to between a few days and a month. Happy to be proven wrong on this because my source is "people on the internet yapping", and I've learned how often that's actually correct.

Somali's almost exclusively live in Minneapolis, St. Paul, and St. Cloud. It's only a permit to purchase, not to own, and it only applies to purchases from FFL's. You can still do private sales and 80% builds without needing any paperwork at all.

Also, the permit to purchase is free and state law requires them to approve or deny it in 30 days or less, so they can't just cock block you by slow rolling the paper work like they can in New York or Illinois.

A carry permit is also a permit to purchase and they last for five years. Also a fuck ton of states recognize Minnesota carry permits.

You can get non-AW AOWs on a 4473 now in CA, long as the FFL is willing to do a Form 2. 12-gauge pump action "not a shotgun" with barrels under 18" count as AOWs and 2A Zone down in Upland has been doing a brisk business even before the rulings because they build them on virgin Mossberg 500 receivers and CA has a specific legal carveout for AOWs as long as they don't have any "assault weapon features".
