I think the general consensus is that anything that falls under "LGBTQ+" has to be related to gender in some way. So, sexual attractions that are gender based and gender identities. So following that convention, no, incest wouldn't be LGBTQ.

Incest would probably be considered a paraphilia and it would be a lot more at home among a wider paraphilia community. What it has in common with paraphilias is nuanced and diverse contact stances. In other words, a person's opinion on the morality of actually acting on the attraction in question. Not everyone who's attracted to one of their family members agrees on if it's moral to act on it or not, or to what extent it would be moral. Are chaste romantic relationships okay? Is having sex with a family member okay as long as it doesn't result in procreation? Does that mean using protection or being sterilized? What if you think it's actually fine if you have a kid together? Is it moral to even watch porn of two actually blood related people having sex? These kinds of discussions are common among different paraphilias. It honestly seems like what determines if something is called a "paraphilia" instead of simply "kink". Pretty much everyone who knows what they're talking about agrees that CNC is perfectly fine. Weird, but fine. So we don't call people who are into that sort of thing simulated-rape-o-philes or auto-simulated-rape-o-philes or something like that.
