It's perfectly natural for a language to relax its rules over time, especially in more egalitarian societies, without overall sacrificing semantic content. For example, the contraction of 'it is' would be considered a degeneration at some point, but in this day and age you likely read it without attaching the judgement that my statement would automically be informal because of it.
However, the problem regarding "degeneration" of the zoomerspeak isn't to do with the goofy portmanteaus or the density of its use like in your image, but rather that the mechanism for this happening isn't actually coming from people wanting to consciously express the real world in a different way to their parents, but an algorithmic push to increasingly express the flase digital reality and its many insane premises that it spits out into the brain of that age group.
Looksmaxxing, for example, is derived distantly from maxing certain stats in a game to achieve a desired effect, in a way that usually undermines the overall balance. Like a pure strength build in Runescape will have a lower overall level but hit higher than the others, giving it an edge against newer players, but it's a narrow approach to the game, which locks you out of the wider experience.
Zoomers are approaching their lives like this and so the language is confirming to it, the algorithm presents strats for life to give them more status, like more gold/levels in a game. They have grown up in a world of digital feedback, and their minds are confirming to binary thinking, specialisation and game theory. Language is not unlike AI 'tokens' to them, lumped together and inherently externalised. It doesn't matter if it sounds soulless and evokes no feeling, it is what it is fr.

But I do believe language degenerates in terms of grammar and phonetics becoming increasingly simplified by collapsing sounds into the same sound and removing part of speech. I don't consider simple shifts to be degeneration, so long as the distinction of sounds and parts of speech is still as firm

Since the evolution of language as its speakers change is inevitable, I think determining if this evolution is positive or negative depends on the intelligence of those speakers, and how they're using the language. In this case, the language is becoming more like a pidgin, relying heavily on shorthand and losing nuance in spoken word by instead using context to supplement; the speakers themselves meanwhile are largely apes and their followers.
