But yes, Ultraman does typically work by having the secondaries attempt to win on their own first now that you mention it. Ultraman probably wouldn't be a thing you could use on turn 1, unlike Gridman, you'd have the MC go out in a mecha first and then change into Ultraman later. I can't think of any reason for the timer to be removed in any show other than the aforementioned not explaining what the timer does in the first place and therefore we can assume the 3 minute rule not apply (it certainly didn't make sense when Z1 removed the timer with Gravion, there was no point in the show where they ever said the time limit stopped applying). I could see them disabling the timer on stages that don't take place on Earth though

Ultramen don't have a base form to revert to. Well they do in some cases, but the timer applies to their transformation as a whole so the usual SRW limited turn transformation wouldn't apply. You'd have a unit that was deployed for the first 3 turns and then have to leave if they kept that, which would make it borderline useless as it typically takes several turns to get into combat in earnest.
