Zeon used the guise of space construction and mining equipment as an excuse to the federation being the buildup to the one-year war as mobile suits had never been used in a combat role before then this let them build up a larger army without arousing as much suspicion. Zeon needed a piece of equipment that could function both in space and in land battles, a traditional space fighter craft would not be able to do that the Zaku line however was capable of fighting in both environments. Due to the unique nature of the Minovsky Particle engagements from longer ranges were considered unviable so traditional battleship and fighter designs were less effective the Zaku line using The Active Mass Balance Auto-Control let them both turn in a dog fight faster than a fighter or turn without the use of fuel. The Federation despite the limitations focused heavily on a battleship centered space fleet a traditional fighter craft as a harder time taking down a battleship than a mobile suit since the mobile suit can just mount onto the enemy battleship and tear it apart with melee weaponry. There are more and other reasons for other Gundam timelines and later in the UC timeline as well but those are just some foundational ones that the basic UC timeline had.

Origin gave Zakus more of a development from mobile worker machines, but still never really showed them doing any actual menial work. A Zaku's 120mm machine gun makes the Saberfish's cannons look like peashooters, and the 280mm bazooka fires battleship-sized shells. Aside from glamor shots of the Black Tri-Stars ripping up a warship's bridge with a giant heat hawk, it's not like we ever saw the regular grunts hacking ships to death with a thousand cuts.

It would have definitely raised eyebrows for Zeon to be using technology made for combat, but I guess different applications exist.
