Newtypes are an important part of their ideology, there's the entire Cosmo Cruz/Cross Cult religious arm of Cosmo Aristocracy that's all about Newtypes being the evolution of humanity and physical life being a training ground for the soul and some other mumbo jumbo about the universe. Ironically this movement was already appearing in UC 0110s and outlasted Cosmo Babylonia by a fair margin.
