I just find it so hilarious because they act like it's the craziest, wildest idea they've ever heard of, but Pern did it in the 60s, Heralds of Valdemar did it in the 80s (with horses instead of dragons), and even Eragon I heard did a similar thing. And the Pern version is so much weirder than the way it works in Fourth Wing.
