On the other hand though, who is the victim here? They're not tapping veins that belong to people, they're scrabbling around in old mines looking for leftovers. The only ones losing out are the (((gold merchants))) who want to keep supply as restricted as possible. And I suppose the government not getting taxes but it's not like they could tax it when it was in the ground anyway, no one was ever going to mine what they're mining legitimately.
