This is why it's obvious to fire those guys. If you're gonna be a cop, you can't lose your shit and forget what you're doing because some unrelated person flipped you off. That's what I think is the real issue here. He was supposed to be responding to something serious and quit it because of hurted feels.

Sure, shouldn't be beating on someone for flippin' bird - but that doesn't limit to 'police' - you flip me the bird and I flatten you I'm "wrong". There's argument to the tranny doesn't have much opportunity to fight back making it an abuse police power but far the most concerning is the officer randomly deciding his assigned task of restoring order is below him to the point where his feels rank higher.

The problem is he thought he could put on that unifrom and still be a person. He gave that up to gain 'responsibility'. I don't think this was made clear enough to him. Second that uniform goes on you stop being a person and start being police. Police have a lot more rewls on how they must and must not behave. For a reason. The only thing worse that putting on that uniform without acceptance of these facts is someone already wearing it doing nothing - or worse, actively compensating - when somone else fails to accept these facts. It's worse because then all the folk who put that uniform on for all the right reasons - and they do exist - get tarred with the brush. It's clearly not 'just one bad apple' as there's collusion behind the scenes.

Police turn up at a job, we don't see Jim, and Bob, we see the uniform. Again, something required to be accepted before puttin' the uniform on - but the critical point is what you've been shown that uniform means previously.

I'll take a wild stab at this tranny been shown unflattering things to associate with this uniform. This leads to the sort of mindset where a casual passing results in bird flipping. Now, this officer *should* have been 'above' this, and just continued to his task of restoring public order. But the fact he wasn't just reinforced every unflattering thing this uniform springs to mind.
