You can make your own gas or diesel from various easily accessible sources including basically anything organic. Wood gas is another option. Making enough electricity to charge a car is more difficult unless you have existing generating equipment, you certainly can't build your own solar panel and even a simple wind turbine is far more complex to build and maintain than brewing biogas in a drum. You can also refuel anywhere at any time and the energy density of liquid fuel is still far better than batteries, so less weight and volume needs to be transported. When it comes to independence ICE is the obvious choice.
