Best way to patch 4 holes like this that are going to be drilled back through and have a rivnut installed?
Would jb weld plastic bonder work? Chopped carbon fiber + some other 2 part epoxy? Cut out the whole end piece and replace with a new end cap?

I posted the wrong picture like a retard, one of the holes is oblong and oversized, 2 of them a little thin.
It's a carbon fiber wing. All 4 rivnuts on it were rusted to shit and had to be drilled out

Depends on how the force is going through those bolts. The right way is probably to recap it, but you could likely get away with cutting a little peice of steel sheet with the right size hole, epoxy it in place over the hole, and lay a layer or two of carbon over it to bond it in place. Then at least you've got something structural for the rivnut to hold onto that won't pull out again.

Might even be good to cut like halfway through the carbon fiber layers to inlay the steel sheet

If it needs majorly strengthening, I'd cut a slit in the carbon so I could slide in a metal washer from behind. Id glue it in and add the rivnut while it's wet. then refinish the outside with short strand fiberglass filler, and maybe a patch of carbon for cosmetics. I showed a metal plate, but you could use a bit of wire attached to a washer.
