Probably the beetle due to the ridiculous aftermarket.You can buy a kit to turn your beetle into practically anything with minimal fuss.Plus it's RWD and fun as fuck during the winter.Fiat is a runner up, but the 500 is gutless and even the slightest incline are an issue for it.
The fiat is criminally underpowered and extremelly uncomfortableI think mini would be the most fun, Citroen or VW for comfort

Front brake work is kind of annoying because they're inboard.You can do light off-roading (this was intended given the shit roads in France at the time). 4wd variants exist but are extremely rare.
