That is the normal way of using it. Outside of the prototype it's a completely unique lens, and that is how it was used. It isn't meant to be carried around by a human.

This kind of lens would be mounted to a sturdy tripod atop a roof or in the back of a pickup truck or something.

It's essentially a "big gun" style lens, not meant for your snapshots.
You would photograph aircrafts and stuff with this, possibly using a robotic mount to track objects with hydraulics for handling movements.

Other than that, it could be mounted to the side of a helicopter for news but those guys all use specialized devices with crop sensors (they're always filming daylight or with high beams, so full frame is a meme) so it will more or less live its entire life with very few hands attempting to dream about trying to hold the damn thing.

Your assumed attempt at exaggerating for effect may have failed horribly, in that I think it'd actually produce a focal length equivalent of 6.7 kilometres, with an aperture of f/25000.
