Some weekend analysis (if anyone cares about analysis these days lul) I've read about Ukrainian drone strikes says that 2025 does seem to be much better than last year in strangling the war economy.
The Kremlin has been bounced into export controls and bans much earlier - partially because they know this is a vulnerability that they have so they have this as a backup plan anyway, but also because the effect of Ukrainian drone strikes are much more severe much earlier on than last year. That is each strike seems to be affecting refinery throughput much more than last year.

If each drone strike is delivering more damage than last year we can infer a couple of things. One is that Ukrainians have learnt more about what to hit, and have the capability of precise hits, at a refinery to disrupt operations. Two is that Russian air defence is still inadequate even after a year of preparation and knowing that Ukraine targets refineries as part of a co-ordinated campaign. And the third is that Ukraine clearly sees a lot of value in these drone strikes, hence their resumption a year later. The cost of these drone strikes must be fairly low given that they don't actually have a direct impact on the battlefield. The value gained from these attacks will take weeks (?) maybe months to begin to ripple out to the front from lower budget revenues and demoralised civilians back at home.

If you were to measure targets by an abstract 'distance to effect on the frontline' and rank 1) blowing up a tank on the front, 2) blowing up the tank factory which made that tank, and 3) blowing up an oil refinery which supplies fuel for the tank, the tank factory, the lorries that are involved in this supply chain, and the fuel for all sorts of other things including the civilian sector - you have to rank them 1 2 and 3 for distance to impact on the front.
Hitting 2 or 3 instead of 1 doesn't do damage to the tank on the front but it does do damage to the tank on the front a few weeks or months from now.

1) not be replaced in time, perhaps ever;

The point I'm trying to say is that Ukraine's calculus now considers it worthwhile to build those longer range UAVs to attack refineries whose damage will see an effect on the front some time from now.
To put it the other way - Ukraine doesn't see the situation as so dire that all longer range weapons manufacturing should be ceased and everything should be diverted to weapons that attack targets on the front. Ukraine believes it's worth the cost of making those longer range weapons to attack more distant targets in Russia that also have some degree of distance to the war unlike a weapons factory.

The best part of the some of the analysis I read is that some of these refineries may just be lost forever and require full rebuilds because of this year's more precise strikes on valuable targets in refineries. Russia doesn't have the ability to repair some of those components because they were procured from Europe and China doesn't make those parts to the same spec. So if buying from China (only option) they would need a full rebuild anyway.
So the short-term cost is fuel shortages and lower tax revenue from decreased production. But the long-term cost is yet to be billed and might to be too high to even pay for. So a permanent loss of revenue.

It is really difficult to get civilians into this mindset. From what I've seen it takes missiles exploding their or their neighbour's homes so far.
