The majority of organised crime is all about supplying an illegal good or service that there is high demand for. Drugs, gambling, prostitution. So you need to either provide legal alternatives similar enough to kill demand, or kill demand by policing organised crime to the point that it is so risky for vendors to engage in it that the prices they'd have to charge to justify doing start driving consumers away altogether. People really fucking love drugs, gambling and prostitution though.
