It's an early faux-Western Japanese house,
that thing is almost certainly on the verge of collapsing, they're built on concrete slabs and rot from the bottom up. Traditional Japanese houses are built with 3 foot thick wooden pillars that take 500 years to rot but they didn't do that with those ones because Western houses don't do that. Traditional Japanese houses also have crawlspace underfloors that you can maintain, but Western houses don't have those. So you have a Western matchstick house built directly on top of a concrete slab and any rainwater that leaks under the exterior wall will have rotten away the 2x2 supports holding it up and turned the floor to mush.

you need to pay for tsumani and earthquake insurance based on the year it was built, and it costs 10k for every year pre 2020 and another 15k for every year pre 1990.

there are a few more hidden fees and land taxes which are unique to japan, but basically you can build a small house in a tokyo suburb for the same price which is why no japanese person snaps this up and tries to work remote.

The home is cheap because it's in an area with no jobs. The only thing anywhere near it that isn't in support of the farming is a seasonal ski resort and obviously the farming can't expand beyond current capacity because of the mountains.
They've reached their maximum possible job market unless the ski resort experiences a sudden surge in business, but even that would be temporary.

In hungary, you can get a nice family home, a house with a few bedrooms and a nice big yard close to the capital city for around 150 000 to 300 000. If you have a kid with the woman under 35, the governemt gives you a 0 interest loan of 30 000 which you can use as a downpayment. If you promise to have a second kid within 8 years, you are offered a home loan starter with 2% interest of 85 000, and if it is your first home you get a 3% loan of up to 150 000.
To put it another way, as long as you have 2 kids befor your wife turns 45, you get up to 265 000 with an interest that is no more than inflation.
That is to say, if you get married and have 2 kids and are employed, you are can buy a nice home no matter what.
I'm wife and i have been looking at houses for a bit now, and there are some really nice options out there. I may even get a sauna and apool too.
My point is, if your nation doesn't let in too many immigrants and your government is pro family, it is absolutely doable to give your average citizen a good life.

That house is not livable. Because it is not up to seismic and safety norms, it is illegal for a new owner to live in it.
When you buy it, you buy the land with a house on it but it's illegal to live in it. You have to pay for destruction, then pay for a new house to be built, with new foundations up to code.
