During biden's administration, the only reason california had a 'balanced budget' was because the federal democrats sent nusom's administration over 30 billion dollars of federal aid. Trump obviously cut a lot of that money off. California is in debt up to its' eye balls and they leverage their allegedly large GDP to constantly take out loans. Unlike the federal government, california can't print money out of thin air so the government is constantly borrowing it.

At the moment, the state is constantly bleeding its middle class tax paypigs as they leave california for places with lower costs of living. However, on paper the state's population continues to rise as lower class hispanics, primarily from mexico, immigrate into the state which boosts the population numbers and GDP but increases its debt via straining it's public infustructure and wellfare systems.
