Ukrainian drones targeted a thermal power plant in Russia's Bryansk region and a major explosives factory in the Nizhny Novgorod region overnight, according to Russian and Ukrainian sources on Monday, part of a widespread wave of attacks on Russian territory.

In the city of Klintsy, Bryansk region, a drone strike reportedly hit a local thermal power plant (TPP), causing a fire and disruptions to heat and electricity supplies. In court, Arkhipov presented a contradictory defense, pleading guilty and cooperating with investigators while claiming his posts were meant only to "entertain subscribers." He also asserted that he was a patriot who supported Russia's full-scale invasion of Ukraine, which the Kremlin calls a "special military operation," and held anti-LGBT views.

Russian Drone Hits Maternity Hospital in Northern Ukrainian City of Sumy

A Russian drone struck a perinatal center in the northern Ukrainian city of Sumy on Monday, setting the roof of the medical facility ablaze but causing no casualties after staff and patients took refuge in a shelter, Ukrainian officials said.

The "Public Sociology Laboratory" has released a new report on how Russians perceive Russia's war against Ukraine. Researchers visited the Kursk region, which Ukrainian troops entered in August of last year, and spoke with local residents, many of whom became refugees.
In informal conversations with the laboratory's female staff, who presented themselves as volunteers, people spoke about their experiences—how the war changed their daily lives, what changed in their worldview, whether solidarity is possible between different groups of war victims, and between the victims and the unaffected majority.
The "Public Sociology Laboratory" has been studying Russians' attitudes toward the war since its first days. According to the researchers, data from mass surveys in wartime are not indicative: people refuse to answer or do not tell the truth for fear of being persecuted for anti-war views. This is precisely why Russia's leading sociological centers conducting mass surveys obtain data showing overwhelming support for the war among the Russian majority. In reality, the picture is much more complex: there is a group of war supporters, a group of opponents, and a large "gray" zone between them, believe the experts from the "Public Sociology Laboratory."
One of their previous studies was titled "'We Must Live Somehow.' An Ethnography of Russian Regions During the War." At that time, sociologists conducted research in three Russian regions—Buryatia, Krasnodar Krai, and Sverdlovsk Oblast. They tried to find out how Russians live in the new military reality and how they adapt to what is happening.

The new research is based on sociologists' conversations with residents of the Kursk region last autumn. In August 2024, part of the region's territory came under the control of the Armed Forces of Ukraine (AFU). Russian authorities declared a state of emergency and a "counter-terrorist operation." In the first weeks after the AFU's penetration into the region, more than 130,000 people were evacuated from border settlements, most of them ending up in Kursk.
More than 90 temporary accommodation centers (TACs) were opened in the region, housing thousands of people, as well as numerous humanitarian aid distribution centers. A year later, many refugees still cannot return home. The victims are still trying to get compensation from the state. In Kursk and its surroundings, air raid sirens sound almost daily, and sometimes "arrivals" hit residential areas.
Evgenia Zaitseva, a staff member of the "Public Sociology Laboratory," told Radio Free Europe/Radio Liberty's Russian Service about how the female researchers' work in the Kursk region was structured and what conclusions they reached after talking with residents of the war-torn region:

To see how people live next to the war

– In the previous stage of our research, we tried to understand how a certain conventional majority of Russians perceive the war. At the same time, we know that it affects some people more strongly—these are Russians whose relatives are mobilized or killed, as well as people who live near the front. We had the idea for a long time that we needed to go and see how people live next to the war, how they experience shelling, and so on. And then a unique event happened—the AFU's invasion of the Kursk region. Part of Russian territory was under their control for half a year. We wanted to see what happens to Russians in this situation, how they experience the war, how they perceive it, and so on.

We initially assumed that most people would not speak to us on the record, that is, give official, formalized sociological interviews. But we prepared for that just in case. Our researchers entered the field through volunteering. That was the easiest way.
At that time, many people were coming to the Kursk region to help the refugees who had suffered in these border areas and lost their homes. Humanitarian aid centers opened in Kursk, and they needed volunteers.
That is, you could submit an application, become a volunteer, and our researchers became volunteers. And in this way, they got to know other volunteers and refugees. They tried to record interviews, people often refused, but at the same time, they were very willing to talk informally, that is, without recording. Our researchers conducted such conversations, kept a so-called "ethnographic diary," that is, they wrote down these conversations from memory immediately after they happened. And besides this, as in the previous stages of the research, they actively communicated with those with whom it is customary to communicate as strangers—with taxi drivers, bartenders, with people in bars, and so on.

On the other hand, there is a feeling that this is partly related to a certain sense of powerlessness that Russians feel in relation to the authorities, which is, in general, characteristic of authoritarian regimes. People have a feeling that the authorities cannot be trusted, and it is important to understand that this is not a political position, but simply a feeling of one's own weakness and powerlessness: our actions do not affect the authorities in any way, and the authorities do not care about us in any way.

But the reality around them, organized by the state at the local level, did not ask them either.
For example, our researchers saw many different videos in city minibuses and buses: "Sign up for the front, join the military-patriotic detachment," or videos on how to hide in shelters, how to follow safety rules. None of these videos or memos mentioned the Russian-Ukrainian war in general. Nowhere was the question raised of why go to the front, with whom to fight, why you need to hide, why the shelling is happening. The reality was organized in such a way, and the people themselves did not ask these questions, did not experience this event as an episode of a large war.
– I noticed that the word "sympathy" appears very often in your research. Why was it important for you to find out the level of sympathy among Russians?
People are capable of sympathy, but not of solidarity

A Polish court on Monday extended the detention of a Ukrainian diving instructor suspected of involvement in the 2022 sabotage of the Nord Stream gas pipelines, as he awaits a decision on his extradition to Germany.
The Warsaw court ruled to hold Vladimir Zhuravlov for an additional 40 days, until November 15, 2025. A decision on whether to extradite him under a European Arrest Warrant issued by Germany will be made within 100 days.

The outcry follows a July 2023 legal amendment that dismantled the mandatory nationwide "Trap-Neuter-Vaccinate-Return" (TNVR) program, giving local governments the power to set their own rules.
This legislative shift has enabled some regions to implement euthanasia. In the Murmansk region, for instance, a new law permits stray dogs to be killed just 11 days after being captured. Activists fear such policies will become widespread without federal intervention.
According to a recent study by the Nika center and Ipsos, Russia is home to an estimated 3.6 million homeless animals, including 2.9 million cats and 700,000 dogs. With over 3.4 million living on the streets, the country's 530 shelters have a combined capacity for only 170,000 animals.
In response, the coalition of animal welfare groups is pushing for a systemic federal strategy. Their proposals include mass, state-funded sterilization programs, particularly in rural areas, the mandatory microchipping of all pets, and significantly higher fines for abandonment.
