It's forced distribution of wealth from bottom to up, while socialism is forced distribution of wealth from up to bottom. Neither are optimal for functioning economy, but fascism is clearly worse, since once wealth to be distributed starts to dry up, it will have to go on the offensive and conquer more wealth through acquisition of lebensraum, living space.
