Europe wants sanctions that are painless. So they mostly drew ones up that did some damage to Russia but did little or none to Europe. They thought this would be enough and it was obvious, even then, that it wouldn't be.
The most effective measures that were implemented are the ones that did some damage to Europe but did a proportional amount more to Russia. Like blocking pipeline gas and the SWIFT ban. Those two are quite powerful and weren't 'free' to do so Europe incurred some cost but Russia's cost was much larger.
