They need more aircraft carriers, strategic bombers, subs, counter measures against things like the US' underwater sensor system network, decades of expeditionary military experiences, or ANY modern military operations experience, really, ect. Stuff like that. I doubt they will ever achieve it, because the US is legit re-industrializing their defense industrial base, building up rare earths production/alternatives, and decoupling in many other ways. It depends on variables, such as, if the EU and canada continue to strengthen BRICS ties, also.
