Chronic underinvestment in infrastructure. The government is incredibly risk-averse and slow rolls everything. Because of this, government building of infrastructure like housing, power generation, and transportation, is always too little too late. So we're constantly falling further and further behind on basic infrastructure.
The government also got too addicted to neoliberalism and left our housing supply and power generation up to the market. But the market just seeks to make money, and has failed to alleviate the shortage of housing stock or lower electricity prices. It isn't a tax problem, it's an imbalance of supply and demand.
It's the same for most European governments - they're all terrified of big commitments. The result is an extremely weak ability to respond to crises and sudden shocks. We had an oil and gas crisis 4 years ago when the Russians invaded Ukraine. In that time we could have done SIGNIFICANTLY more to increase local power generation through wind farms and reduce our dependency on oil with electric vehicles. But no, we're still very much reliant on foreign oil, because the government didn't do enough.

True, but we don't necessarily have to build it in Ireland. We have the connection with France coming online. They could supply our base load with their nuclear power and we generate the rest with wind. On particularly windy days we could export the excess electricity to other EU countries.
It may be worthwhile to have a native nuclear plant in the future, but relying on French nuclear energy would still be an enormous improvement in energy security in comparison to LNG.
