Also FDR issued a de facto declaration of war on Japan, Italy and Germany by issuing a shoot-on-sight order on 9/11 1941, which in any other timeline's post-war interpretation of history would've been the real declaration of war and beginning of WW2, as a unilateral US aggression on the whole of the Axis.
