The rest get less demanding jobs and older equipment, yet the regional forces could still easily go toe to toe with the Russians and win while the rest are still good enough for holding a line and guerilla warfare.When you have a 1000 km land border with a hostile regional power you can't expect to fight a restrained war like sending a few ten thousand soldiers to a foreign land. You are fighting for existence and the war is total.
