I know very little about agricultural development, but it could probably be turned into farmland with some level of success. The land is arid and lacks nutrients, and there's little rain. Unfortunately it's a self feeding loop. The less vegetation there is the less humid the weather and the less it rains, and the less it rains the less vegetation. It would have to start small, developing patches of terrain with grass and mushrooms and bushes that wouldn't require many nutrients and would hold humidity, and grow from there.
