They really, really need people to spend their money on things that do not require material resources. Because that would require "real" production or "real" purchasing power if you're going to import everything.
And now we're at the point where all of those "services" that people consume won't even create jobs because this is also something that society can't support anymore. The problem is that people still try to consume too much real resources whenever they can. Mostly because they consider it the bare minimum.
You let rich people get more money, and their "real" resources consumption doesn't increase as fast. There's diminishing returns for them.
So AI and gambling are ideal. AI destroys more jobs than it creates. Gambling just recirculates pleb money and channels a little bit of it into some corporation.
