This is because people only serve in the army for 4 years, but are disabled for life. So the number of disabled veterans accumulates over 80 years, active service is capped by MIPS at 4-16.The royal commission and four internal resorts prior all identified a very common trend of the army refusing to handle internal issues, and just dumping effected personele into the disability system. A major factor is that the MIPS isn't a guarantee of work, if a soldier crushed their foot, the army doesn't have to transfer them to desk duties they can just sack the injured soldier on the spot- dumping them into the disability pool. And similarly when there's an IR issue in the army, who can legally ban union action, instead of negotiating the army just boots the effected personele. So for example if the unions want earpro for test fire activities, and the army doesn't want that to happen, they just sack any soldier they see wearing earpro. All those personele then claim disability. Injured at work, hearing damage, which they have. And if it's HR, a rape, bullying, for fifty years the army has just been trying to silence victims of failing that, discharge them. So since the second world war the army has basically refused to accept the compromises that come with maintaining a professional fighting force, tried to suppress unionism among the technically skilled applicants they can't avoid hiring, and refused to handle HR issues resulting in the exodus of middle ranking personele and a national issue of disabled veterans.
