All of the factions are nationally oriented. Their divergence is over methodology (market-driven vs. state-driven).

Thus, Xi advocates for state-directed self-reliance. For the Shanghai men, integrating with the global economy is the ultimate tool to build national strength. Their end goal is a powerful China; they just believe the path forward lies through Wall Street and global supply chains. Their internationalism is instrumental, not ideological. The southern elites want to leverage the global system to make China strong; the northern elites want to build an internal system so strong that China can dictate terms to the global system. Both are fundamentally nationalist.
