When corporate mandates "cost saving" it's usually broad policy aimed at reducing employee overhead or restructuring things in a systematic way.This kind of cheapo shit, skimping on maintenance, is something a crooked warehouse manager would do. The warehouse manager is the bottleneck between the location staff and corporate, unless your company has some kind of reporting mechanism that lets you bypass middle management to blow the whistle to corporate. The place I work at now has this, but I've worked at others where the WH manager is basically a despot with his own little fiefdom. I could see some of those guys saying they did safety maintenance, signing off on the work orders, then pocketing the budget as a bonus to themselves.
