i work in defense contracting. the government doesn't just purchase shit sight unseen. i've worked on contracts as low as 35k and as high as 500M. the government wants to know everything. soup to nuts. you can't just bid on something and not show your work.

You guys underestimate how bad engineers, mechanics and developers are bad at documenting what they do, especially when building something new.
Documenting is:
- annoying
- time consuming (esp during a space race with the commies)
- it makes you replacable, information is power, know-how is even more precious
- a lot of tasks are manual, can't really document that.
So the Nazi American Space Agency sent multiple missions to the Moon then stopped in the 70s. If you have to restart 50 years after, yes, a lot of knowledge is lost (retired/dead engineers/artisans). France has a similar problem with its power plants.
The rocket to bring men to the Moon and back has to be enormous, a lot more than any other mission. In particular, the main rocket engine has to be huge, the USSR couldn't build it so it used a lot of smaller engines and that made them fail.
The cost of the program was so high, it costs percents of the GDP. You preferred building rockets for Israel and babysitting niggers.
Also, there wasn't much to do on the Moon. To make a new mission interesting, you have to double down and make a base. There a lot of other interesting things to do (space shuttle, space station, further exploration with robots).

Who do you think works out the engineering problems well before a design is even approved and finalized before the specifications are even developed?

Not to mention the lengthy process to get a launch approved, the perfect weather conditions and the right launch window. Getting a rocket off the pad takes years of careful planning and execution so you don't end up with 4 dead astronauts and the program shut down for another 30 years of safety reviews.
