It's 96 here, and I've got a weird L shape house with a 4/12 roof. Yet, at just about 3pm, my A/c has kicked off upon reaching 73°. 2.5 ton compressor, 18" fiberglass blown in in the attic, and it can be as cool as I'd like with ease. Brick and good windows don't hurt.

You can't install AC without your neighbors permission. I printed out a large sheet of paper with a pic of an AC outdoor unit and glued it to my house wall. It's not even moving. It's just a picture. You can clearly see it's just a picture if you get close enough but from afar it looks somewhat real. My neighbors filed a noise complaint.

It's an industry, not everyone selling in it is selling the best. We're blessed to not need the best, because we can afford a big unit and the juice to power it. They thought like that in the 70s, and now those houses need upgrades and those cars are more costly. Consider a heat pump if you replace, they've come a long way from established brands.
