German should really be the first foreign language native English speakers learn, it's practically the same language once you learn the sentence structures and some basic vocab. I'm not a fan of French, but it's historically more "aristocratic" to be a Francophone Francophile. Spanish, I can't get my tongue around the silly accent, but Mexican spanish is pretty nice. Portuguese is perhaps the most natural romance language for English speakers to learn. Italian is easy to learn theoretically, but the inflection and rhythm is hard to get right. Swedish and Norwegian I just can't get the pronunciation right at all, I FEEL like I'm pronouncing it accurately enough but natives will just turn their heads like "huh?". I personally like Polish, it's like a soft mix between French and Russian, once you get past the szczrzężśą. Ukrainian and Russian I haven't really had a proper go at yet on account of the alphabet. Currently attempting Greek, still getting my head around the alphabet, but I don't find the pronunciation too hard. Haven't had a go at any Asian languages, but I'm told the easiest one to start with is Korean.

It's much stricter than English which has greater fluidity of structure, so I imagine is harder to learn ESL. The pronunciation is easy too, just mimic an angry cat performing an interrogation.

I would say it depends on the English speaker. An English speaker comfortable with Early Modern English would have less trouble than an "English" speaker fluent in ebonics. Consider this comparison:

Where are you from?
>German:
Woher kommst du?
>Early Modern English:
Whither comest thou?
>Ebonics "English":
Ayo wher u was bone?

Once you throw "Spanglish" into the mix you can easily see why some Romance languages are tier 2 while German, which more closely resembles true English, ranks 3; but that simply wouldn't be the case for a well-read English speaker.
