Rock Cody is a better story and the winner really matters so people would get invested. Rock Roman it feels like nothing would change no matter who wins but would have been very important when smarks still hated Roman. Rock Roman would come off better after the Cody match as would establish who actually has the higher power level between Cody and Roman and who's the man.
