Because Priest had years of storyline to milk the MitB with, RAW depended on Judgement Day at the time, and they wanted to make more people, as LA Knight is already really over and they can stretch that into eventually winning later on instead of hotshotting it and having nowhere to go with him after. Priest's title run ultimately led to a growing experience for him, having a way to lose and not look bad, and work back to getting it again as a more complete wrestler. The only place they dropped the ball was pushing him and Rhea at the expense of the new version of Judgement Day, which everyone was loving. Should have kept them seperated for a while.
