Hard to say because you even had guys like Shamrock and X-Pac who you could easily argue at one point were over enough to have been WWF Champion if even only for a week like Kane was yet never did. There was just way too much good competition at the time between Austin, Undertaker, Rock, Triple H, Foley, etc. But I think if he was someone they were behind, you could easily build a case or story for Goldust chasing after the most important gold in the company.
