You can see it with guys like Kerry Morton - when he's there Vince makes him a highlight of the show but he's been gone for 2 shows now. Vince obviously isn't choosing to not put him on the show. They end up having to fallback on a core they know will be there. Hopefully with time they'll get a longer list of people that'll commit to every taping.
