But WCW in 98 had a loaded roster where they could give it to somebody they know wont go off into a bender at any given time. On top of that Hall never needed the title cause he didn't need it to be over. Hall himself and several others pointed this as a reason for it never happening.

And he had such an eye for talent and a mind for the business that he would have had ten guys as better candidates than himself lined up when the offer came up. That, and its an immense amount of responsibility, especially at such a hot and tentative time period like the Attitude Era was. He saw first hand the pressure of it with HBK when he was champ; when attendance was up and business did well, that was a group effort and achievement and everyone would be patting themselves congratulating each other on a job well done. If attendance was down and the business was going with it, it was all the world champs fault. Hall likely didn't want that kind of pressure, but had no problem being in tags, the upper mid card.
