Vince is a really overrated booker who mostly succeeded because he was born into the biggest promotions that had the Northeast market, already had Andre, etc. Inheriting the biggest money market allowed him to buy up everyone's talent, most of which he really misused, e.g. Red Rooster. He really only had two great successes, Hogan and Austin, both were relatively short lived, and the vast majority of his career was spent on a managed decline from these two highs. Austin in particular was basically against his will, as in another timeline McMahon would have been very happy to continue pushing a male stripper gimmick as his top guy. You can see as soon as he felt secure he went back to Vince booking and you got years of industry destroying booking with Evolution, Super Cena, Succotash Reigns, and so on. He's one of these guys that just kind of failed upwards.
