Chelsea is unfortunate, she's very talented, but is missing a few things. She's hot, but doesn't look unique. She isn't the worst wrestler, and that doesn't matter so much in WWE, but it would make the main events feel a little odd after watching more exciting matches earlier in the night.

He evolved himself and nobody doubted his credibility after his IC tour angle which he was allowed to direct. There are far a million examples of people who shouldn't have gotten the belt, doesn't mean Chelsea should get it, there isn't necessarily a ceiling on Chelsea but there is and should always be a ceiling for comedy in wrestling, as evidenced by the few times it has been pierced

Chelsea absolutely has charisma, but at the same time I get what the other guy is saying. Her and Liv are the easiest comparison, because both are characters way more than they are wrestlers. And this isnt even a shot at either of them because most "true women's wrestling fans" just want to see little midget japs botch every third move they try, but no one is begging to see Chelsea or Liv in a 60 minute iron (wo)man match.
Liv can do comedy, hell half of her interactions with Dominik are joke segments, but she's not a joke character like Chelsea is. She can make you hate her, love her, feel sorry for her or relate to her, and she can switch between this easily. Chelsea does not make you feel sorry for her as an actual character. You might want her booked better, or something meta like that, but you're not like "ohhhh noooo poor Chelsea her plan backfired and now she is in a terrible spot" because everything bad that happens to Chelsea you're just supposed to laugh at. When anything good happens to Chelsea, you're not really supporting it or behind it, because it's a joke character and you know she's gonna slip on a banana peel at the end anyway. It's much much harder to switch a one-note character like Chelsea into being a legit champion than it is someone like Liv, and that's why one is stuck being a midcard comedy act and one has been pushed to the top like 3 different times now and as both a face and heel.
Chelsea is extremely entertaining, she is very charismatic at being the exact character she plays, but she has no range to broaden that out and retain her likeability, and it's really hard to book more than like a month long pity run as a main champion in that situation.
tl:dr: Chelsea is great, but you wouldn't take the character she plays on a date.

At the same time, they are pushing Liv who is also loud and sounds unnatural but is not even at least funny like Chelsea, and they are both on the same level in the ring (which is to say neither are particularly good). WWE does not push people based on talent and there is no reason Chelsea should have a "ceiling" if they are going to push women like Liv or Jade.
