That's the thing, Mick is the real fucking deal, his promo and character work are viscerally top tier and he really had to bang himself up to get over and he really was desperate to do it.
Sami meanwhile comes from a completely different time and was an indie darling before WWE. He never had to do half the shit Mick had to, because Mick opened the way for profiles like that. The thing is, Foley having to figure his own shit out and spending years not being over and banging himself up long before ECW for the pops he so desperately craved while obviously being the furthest fucking thing ever from a main eventer and making it all the way to the top nonetheless is what made him sound so real in promos. That's the shit that puts you behind such a unique babyface. That's the shit that REALLY moves crowds.
Sami is the cheap imitation without the real pain, that coasts on the good will for underdogs that Mick Foley created and fostered among wrestling fans by demolishing his own body and screaming his pain. Unironically.

However, the other side of the pendulum is that they shouldn't push him purely due to his talent, he should be over/hot.
