It was just an awkward time and moment for Owen to rise into the main event.
Shawn was probably afraid Owen would shoot on him if they had a program.
Haitch clearly was afraid of Owen rising up the ranks higher than him and clearly used Shawn to convince Vince to have Haitch go over in their feud.
And most importantly - Austin didn't want to work with Owen anymore because he didn't trust Owen anymore after SummerSlam. He was on his way to be the top guy of the WWF and Owen just had no room there anymore.
Plus, there was only one way for Owen to have been able to face Shawn between Survivor Series and WrestleMania was a Royal Rumble match for the title. But that means putting Taker out the equation and the casket match is necessary to continue build up his feud against Kane.
