In very short form a good promo is the context, when someones good at doing promos they sound like the character they are, stick to it and do it in a way that the message they are convening is heard by the audience and most of all listened to by the audience. Now is a guy that's been in the business for about few years the greatest promo of all time? Fuck no, there's levels to this, you can rate it on your own personal scale if you like but when he talks you know what the ruler is about and you know who the ruler is in the show, that's way beyond the average.
