You don't need to go to cesspits like bars and clubs, and you don't need to be the most talkative person either. Just go do things you enjoy in person and you'll meet someone eventually. Engage in hobbies and gatherings that interest you. Could be as simple as going to the library, a small local event/market, or attending an exercise/outdoors group. You'll be able to talk about those things because you'll share a common interest in them. Or you can use a more relationship oriented dating app if you're on the better-looking end of guys, but that's not as natural as meeting friends and girls just doing stuff that makes you happy.
