China was a feudal economy so obviously they couldn't just transition from that to a socialist economy without a capitalist one first. They tried that under Mao and it went horribly as did all other examples of third world socialism. China aims to transition to a fully socialist economy by 2050 since they saw how the USSR rushed their capitalist era and failed miserably, so they're being far more cautious and wise about it.
