It's true to a certain extent, but the popularization of the stereotype and "oxford study" has slowly lowered the market value of white guys for asian girls and has made it less and less true. Most of the girls in these "ugly white guy with a hot asian girl" couples are from Asia. For Asian girls born in the west there's another stereotype that's now just as if not more common: relatively handsome white guys dating down with average to ugly Asians.This is why it's also bitter asian and black guys pushing the Oxford study narrative alongside whites using it as hopium. When you spend your life hearing that girls of your race date bottom tier white guys, you'll begin to hold them to a higher standard (and other groups to a lower standard) to compensate. Meanwhile white guys hear it and think they're automatically dating up just because a girl is Asian.
