There's a small handful of the former (i.e. only 10 personality disorders) and thousands of the latter. There's also some subjectivity. One psychologist might say that you do have a disorder and another might say you don't. People can absolutely say whether they fit the rough profile or archetype of a mental illness if they read up on it in detail. The problem isn't self-diagnosis but snap judgments on disorders you know little about.
