She doesn't seem to be wearing much makeup, just blush. And honestly, I genuinely don't see anything wrong with her, in my opinion. I'm not trying to start a fight, but in my opinion, there's nothing abnormal about her. Her head shape is normal, her straight brown hair is pretty and tidy, her eyes are cute, according to Japanese standards, and her lips are OK. I don't see any pale or washed-out skin tone; maybe she's a little lighter because of the time of the photo, which was very early in the Japanese time zone. I don't know what to tell you, man.
It's like a farmer trying to make someone notice the difference between two cows he's known for years, but I digress. Want to make clear I'm not comparing her to a cow, but it's the first euphemism that came to mind.

Her head shape is normal in the sense that humans can look like that but I wouldn't call it beautiful or pretty for it's too wide near the bottom making it look too uneven, hence the vase comparison.
There is nothing quite wrong with her hair, but I'll get back to that point in a minute.
I'm not quite sure what you mean with her eyes being cute by japanese standards, her current gaze is one of daftness and the miniscule amount of make-up in the corner of her eyes look, frankly, done without thought and incomplete.
Her lips aren't done properly as you can see her true lip color on the bottom where she didn't fully encompass them.
For the skin color, if you look at her eyes and toward her nose you can see her true skin color, which isn't as cream-colored and lighter. Her skin color being lighter is in of itself not a problem but the fact you can clearly discern what her true skin color is because she didn't fully do her make-up makes it look quite shoddy.

All and all this together makes it look like a lackluster and shoddily done job hence the remark "Why bother at all when everything is half-done?"
For instance her weird head shape/cheeks can be mitigated by simply styling her hair so it falls in front of it, this is quite a common practice, but it isn't mandatory.
The main point is that the make-up just needs more thought put behind it or at least more attention paid to to ensure that everything actually checks out, it's like going outside without buttoning your shirt all the way up, not zipping your fly up, or not tying your shoes, just being a bit more attentive will go a long way.
Nothing to see about the bangs, really.
