The Translation
The text in the spiky speech bubble reads:
「ゆっくりしていってね!!!」
(Yukkuri shite itte ne!!!)
Literal translation: "Take it easy!" or "Do it slowly!"
Contextual meaning: "Welcome! Please make yourself at home!" or "Enjoy your stay!"
The Characters: "Yukkuri"
These bizarre, disembodied floating heads are known as Yukkuri (literally "Slowly"). They are meme caricatures based on two main characters from the incredibly popular bullet-hell game franchise, Touhou Project:
Left (Blonde hair & witch hat): Yukkuri Marisa (based on Marisa Kirisame)
Right (Black hair & red hair ribbons): Yukkuri Reimu (based on Reimu Hakurei)
The Origin of the Meme
Back in late 2007, an anonymous artist on the Japanese imageboard 2channel (now 5channel) attempted to draw Reimu and Marisa using Shift_JIS art (text/ASCII art). Because the text art looked incredibly distorted, bloated, and oddly smug, someone turned the bizarre designs into a digital illustration.
The combination of their blank, content stares and the cheerful, slightly passive-aggressive phrase "Take it easy!" instantly went viral.
Why are they still famous?
While they started as a simple image macro, they evolved into an internet phenomenon.
TTS Videos: In Japan, a massive subgenre of YouTube and Nico Nico Douga videos called "Yukkuri Voice" (ゆっくり実況) uses automated text-to-speech software (specifically SofTalk/AquesTalk) to have these two heads narrate video game let's-plays, explain historical events, or discuss trivia.
