I’m not in a good place to get into this issue at the moment, but as someone working in policy to advocate for indigenizing development this is certainly relevant to me, as it betrays the paradoxes behind anti-hierarchical thinking in liberal and many progressive-left ideas as well, that being that “culture” is a separate issue from everything else and thus can be ignored when facing more “objective” problems. Liberalism and the specifically Western, but globalized, dualistic scientific secularism maintains an idea of human equality as long as assimilation remains prioritized for fundamental frameworks and knowledge production systems. I remember seeing people, for example, say that New Zealand went too far in officially recognizing the legitimacy of Mātauranga Māori as a knowledge system. To me, that betrays the supremacist legacy behind Western academic tradition, as the social liberalism attached to it only truly recognizes equality of people as individuals, but ultimately considers the Western models of knowledge production and development as ultimate. I don’t think indigenous rights can be fully “complete” or reclaimed without an acknowledgment of how these now global models have exploited the colonial history that made them so in order to maintain legitimacy at the expense of fundamentally different systems of thought. As a tutor to children from primary to high school, I am terrified at the rate at which they internalise this numbing of the mind. On one instance, I exposed a 14 y-o kid from an African family to the rapid worsening living conditions of the continent due to climate change and he answered it was "their problem". One irony you didn't mention here (since it wasn't related to the anti-colonial context) is that part of the reason we're building these super telescopes is to try to sniff out the atmospheres of terrestrial exoplanets to see if they might have the chemical markers of organic life. Westerners and colonizers, in choosing to see the universe as a machine to better understand and control it, have likewise chosen to forget that we are surrounded by non-human intelligences, whom we could commune with only if we had the heart to respect them. When we colonizers chose to stop seeing all life (and matter) as permeated with spirit, we made ourselves alone, and miserable, and in our confusion we began to destroy those relatives we once loved. I highly recommend Ted Chiang's "The Great Silence" for a heart-wrenching short story about this idea.

There is no problem with astronomy, scientific advancment is the goal of humanity as a whole, so it doesn't matter what countru or what part of the country is building a tellescope/scientific equipment, everyone will benefit from this.

The Spanish, English and French became adept at dividing and classifying the indigenous people. They fine tuned colonization. But they were meet with resistance. Many of the settlers found themselves being drawn to indigenous cultures, to the freedom and kinship. In order for the colonists to maintain control they had to placate the settlers or lose their control over them. Thus documents like the constitution were developed. The important point being that the indigenous perspective was the most humane. And this is what been buried by centuries of colonialism.

It is colonialism (there are only so many places on earth that optical telescopes can be usefully located) and it just so happens that in the southern hemisphere (the peoples in the north having been sufficiently conquered) all those sites happen to also be historically important to indigenous groups. The problem then is how to negotiate the use of these sites, and if there is no negotiation then there is no telescope.
